Problem 1: No systematic testing
No guarantee that packages will be tested
Package maintainers are blind to own errors
Proposal: Uploads tested and approved by testers (from debian-user). Design a test procedure

Problem 2: No good ways to decide, document, and enforce policy
Endless debates
Proposal: Write a program to check policy violations

Problem 3: Too rapid growth
Number of packages and number of developers increase
No organization
Proposal: Fix organization, have new documentation and mailing lists
